It's about looking after all their customers, not just a lucky few. It's similar to limiting egg or toilet paper purchases. You don't want the majority of your customers to be disgruntled due to the actions of just a few.

The first year makes sense. You may not achieve the second level and that was Mrs R's experience to get both. I think she might have received the $50 version at the end of the next year when she didn't qualify at the higher level, but emphasis on I think.
