FlyPelican and VA have entered into a lounge arrangement at SYD and CBR.
Starting on December 13th FlyPelican passengers who purchase Pelican Flex or Pelican Corporate fares will gain free entry into the VA SYD and CBR lounges. Passengers on cheaper fares can pay $65 at the door to enter subject to capacity. Unfortunately VA Gold and Platinum members still have to book the more expensive fee to gain free lounge access

Seems the website already reflects this. From first glance it seems that FlyPelican is paying VA a very discounted rate and that's why it's included in those fares but at the same time if a VA Gold/Plat was accessing it'd be up to VA to "cover the costs". (although that'd be minimal so it'd be beneficial to both fly pelican and VA to offer it).

Looks to me like Velocity status plays no role in this?

A good initiative for FlyPelican and realistically, only a few passengers per flight are likely to be on an eligible ticket so it won't lead to overcrowding in Virgin's SYD & CBR lounges.

Correct, status plays no role unfortunately.
