In your example (for upgrades to J), the SG travelling in PE will be ahead of the WP in Y.
I guess the exception to the rule is a CL but then again the rules with them (in relation to the rest of us mere mortal vanilla QFF members) are that there are no rules..

Yes it does; between different status levels the priority specific about status and there are no 'riders'.That doesn't really specify that Y and Y+ upgrades to J are done purely on status though.. ...
