Yet again, bonuses for credit card transfers

I have just received a snail mail (!) from QF advising me of yet another offer of bonus points for credit card transfers (in my case from Amex); the bonuses start from 15% (< 100K) to 30% (> 1M). These are usually offered about every six months, but the last one ended only on Mar 30 last; wonder what is prompting a repeat so soon? Maybe the mooted RBA changes?
