I'm still waiting for AA flights to credit from the 9th of September. Qantas asked for evidentiary support... which would be fine if I hadn't misplaced one of the boarding passes (most likely left on board).

Can't help you on the allocation of a BD number to the SA flight, but with respect to the seats thing, remember that QF codeshares with SAA across the puddle. As such, some seats are unavailable (for a time) to QF-bought seat holders.

I've been able to do the same thing (select what appears to be a PE seat) also on a relatively inexpensive fare. My flight is the week before Christmas from LAX-MEL.

Please be aware that flights between Australia and South Africa can have quite high loads for business class seats.
I've found that mid-week flights (including Monday) have less risk that the business class cabin is full.
I can't help you with the complimentary pass, but just be aware that your flight from BNE to VLI will be on Air Vanuatu. Very nice service, but bring a good book or your own entertainment.
