Yeah, they won't get their welcome bonus until they meet the conditions, but the referrer bonus routinely pays out within a day or two of card approval.

They just put Kris and Skywards up (and Skywards transfers are starting to be locked and/or devalued in the US market, where virtually everything is 1:1) so I don't see that changing. I am hopeful for Aeroplan though, especially since it's a partner of US Amex.
