I don't see a world where they would do it. Unless I'm missing someone, the only airline to offer F class is NH, SQ and LH. Those 3 probably have no reason to want other *A members access to their top tier lounges besides their own super elites and F pax.
And honestly whilst I like using my OWE benefits , it does feel like you've gotten more than you should sometimes.
