Access on arrival in PEK (One World)

Hi,

I'm likely to be in transit in Beijing (PEK) for a few hours on a trip next month. I'm hoping to come in on a DragonAir (KA -- One World) flight and leaving on an Air China (CA -- Star Alliance) flight.

I'm a Velocity Gold member and a Qantas Platinum (One World emerald) member, although I may not have my QF WP card by the time I fly -- I only made the grade yesterday. I'm also a no-status Singapore Airlines and no-status Avianca Lifemiles member, which are both Star Alliance.

I can't see any agreement anywhere between Velocity and Air China, so I think my VA SG will be worthless on this trip. But am I able to get access on arrival to any One World lounges from my DragonAir flight into PEK, based on my QF WP status?

The OneWorld lounge access page suggests not:

To be eligible, you must be departing on a flight that is both marketed and operated by a oneworld member airline.
...
Arrivals lounges are excluded.

But a couple of google searches led to pages that suggested it may be possible in some circumstances, although I couldn't quite work out how.

Any suggestions? I'll look into a Star Alliance status match (maybe Turkish?) now that I'm WP with QF, but I'm not very hopeful I'll get one, and if I do that it will be on time.
