Adding Infant on non-QF stock QF award ticket

So I redeemed a SYD - MEL ticket in economy using BA Avios.
Wanted to add my infant daughter to the booking so I called up QF. Was told that I could not add an infant to this booking as it was ticketed by BA. So I would need to call BA. Happened twice.

Is this accurate? I was always under the impression that one could call up the operating carrier to have an infant ticketed? Recall some people redeeming QF on AA miles and calling up Qantas to add an infant with success?

Just call BA & have them add the infant into the pnr. If it's only a domestic booking there's nil fare payable but I think they still issue an eticket with a zero dollar amount though.
 
Not sure if BAEC charges a fee to add infant tickets. Some FF programmes (eg Krisflyer) does not allow infant awards without seats. However, if you use QFF points for award, then infant is zero QFF points + taxes/fuel fines for international awards, and free for domestic.
