Can we apply and get one?
How?
American has the capitalone credit card and says Car insurance on hire cars is FREE\totally covered!
 
If you have a home and bank accounts in the US then you can start that journey provided you have a Social Security number and a credit rating with Experian or a similar organisation.
Otherwise I would not bother.
 
What cove said. If you don't have a Social and you don't have a US address, you're out of luck.

If you get a social, you'll be waiting 2-3 years before you can get the good cards (and the capital one card is one of the worst in terms of FF earn and bonuses). A lot of credit cards provide hire car CDP coverage (as do a lot of international travel policies, which if you take an annual policy out, may end up being more beneficial for you).
