Booking two premium economy seats Sydney - Tokyo (Haneda) return and am gold nearly platinum. Qantas however is $400 more expensive over the 2 seats than ANA premium economy. Called Qantas to see if they would price match they basically said rack off.

Is it really worth booking qantas and getting the the status credits of saving $400 and going with ANA

Depends. If it would flip you over Platinum I'd argue its worth it.

And even as Gold.. lounge access both ways is probably worth $50/head * 4

If $400 extra gets you platinum, it really gets you 1x platinum + 1x year of gold.

ANA is a fantastic airline to fly as a passenger I've had nothing but stellar experiences with them.

Premium Economy on ANA does not have great customer reviews, in contrast with Qantas PE. For this, and all the other reasons mentioned above, I would go QF.

QF had a Japan sale a few weeks ago and all the cheap fares got sold.

Any reason you need to use HND?
There are the JL flights to NRT from SYD and MEL, both have Premium Economy.
You could also get JQ J from OOL or CNS to NRT.
There are the QF NRT flights from MEL and BNE, but no Premium Economy on the A330s :(

The seats on most airlines' PE are pretty much same same... same width and about 38 inches of pitch. Although the leg-rest looks to rise further on the ANA seats than QF's. And service is pretty much same same in terms of dedicated crew member (although on QF they don a black tunic during meal service).

So it comes down to things like IFE - QF is a clear winner. And food. ANA gets you economy food, but with business class desserts and snacks, as well business class champagne. QF only provides an Aussie sparkling.

Is it worth the $400 fare difference for a QFd main plate served on QFi PE? It might be if you get platinum.

Qantas just announced a Premium Economy sale today - does that work for you?

Qantas, if I'm spending that much another $400 is neither here nor there in the scheme of overseas travel.
