If does not have enough points for the trip that one wants to make - just a little short, can one pay for the rest of it?

Anita Kaarina, on Qantas, effectively, yes, though you actually purchase the shortfall in points, rather than make up a cash difference on the ticket. Details here:

You could also have a family member transfer points to you.
