Any luck with using Upgrade Credits domestically?

Has anyone had much luck redeeming upgrade credits domestically?

I recently flew MEL-BNE-CNS on an early morning (read 6:05am) departure, both sectors on 767's. I tried getting upgrades for nearly 2 months on these flights - calling daily in the week before travel. When calling the premium no, they told me there were heaps of seats, but they were being a little bit stingy at the moment with upgrades - but keep trying they might make some available about 3 days before.

Anyway, as I am trying to get rid of expiring U/Cs, I did not want to use points for the upgrade (which I could have easily done on departure in the Q club). Got on the planes and there were 11 seats (out of 24) occupied on the first sector and only 6 (out of 24) occupied on the second sector. If you can't use upgrade credits on flights this empty, when can you use them? (I don't fly internationally much at all so can't do the whole waitlist thing either).
 
I haven't had any trouble using them - used them recently on ADL-SYD, SYD-PER and SYD-MEL sectors.

I think the issue here though is the lack of availability of U class on the flights you want. This would be a problem with using points as well, so it isn't a problem with the UC's.
