Any suggestions for rental car in Croatia

In September we are looking to rent a car in Split and drive south. Has anyone done this and have suggestions on rental car companies. Where there any problems going through Bosnia? We are also thinking about popping in to Montenegro.
Appreciate any advice.

Used europcar picked up in Dubrovnik drove to Venice one way rental via Slovenia. The rental company gives you a permit to transit through Bosnia (make sure you get it because it is checked).

Gives as in provides for a fee?

Or is it specific to transiting only with no stopping off for sightseeing and is free.

I will be renting a car in May and understand that if I want to look around Montenegro and Bosnia that there is a fee that needs to be paid to the rental company for a permit. But that if one is just transiting the freeway on the way to Dubrovnik where there is a short section through Bosnia that no permit is necessary for that particular route.

My understanding is that a permit is definitely required to transit the short section through Bosnia. Europcar provided it with the rental , no extra fee. But it doesn’t allow you to stop in Bosnia it’s for transit only.
