Australia Post Business Account payment

Among others, I have a Business Platinum card. Could anyone tell me if an amex payment (same surcharge for amex as for visa) to Australia Post to pay for my business postage account would attract 3 Alt points? Or do they consider it a govt payment and only shell out 0.5?

The terms and conditions at Altitude Platinum Rewards Credit Card - Personal Credit Cards | Westpac seem to indicate that only ATO payments are penalised. Other govt payments reward at the standard earn rate.
