Avis triple HH points + 25% discount

In having posted that, I just did a comparison quote (outside the blackout periods) and the price is identical for a no number off the street and this promo, so I'm not entirely sure where they think the 25% discount comes in!

From the T&Cs....

*Now through June 30, 2013, Hilton HHonors members can earn triple points from Avis on rentals of 2 or more consecutive days at participating Avis locations in the U.S., Canada, Mexico, Latin America and the Caribbean, Europe, Africa, Asia, the Middle East, Australia and New Zealand.
*This offer is in addition to your everyday savings of up to 25% when you use AWD # K851000.
*The savings of up to 25% applies to the time-and-mileage charges only.
*Blackout dates for Australia: 3/29/13 - 4/28/13, 6/21/13 - 7/21/13, 9/20/13 - 10/6/13 and 12/20/13 - 12/31/13.
*Rental must begin by June 30, 2013.

The test rental I did was for Perth domestic 30 APR 13 to 2 MAY 13.

I really don't know what they mean by the 25% applies to the time-and-milage charges only.

From what I was returned a Group B compact - with the discount promo codes is $112 + $51.15(taxes/charges) = $163.15
- without any codes, coupons etc is $112 + $51.15(taxes/charges) = $163.15

Is the 25% discount nothing more than a con (false advertising)?
 
I would not be surprised if the 25% off is advertising.

Just as an example how many emails do you receive with 30% off hotel offers, 40% off hotel offers, 50% off hotel offers, 60% off hotel offers and 70% off hotel offers. Each time the room rate is exactly the same.

What they mean by 25% off only applying to time and mileage is that the discount doesn't apply to the extra charges, such as Vehicle Registration Recovery. Discounts generally lower the taxes though (at least in the case of a specific discount amount), as taxes are a % of the base rental, so where the base rental is discounted, the taxes are calculated on the lower rate. In the case of Avis, Budget and Hertz, this means the discount is actually more than they quote! Europcar is a different story - I haven't figured out how they calculate their discounts, suffice to say the discount always ends up being less than the % amount they quote!
 
I guess their "out" with reference to false advertising is they state "up to 25% off".

Sort of reminds me of that comedy show where they took the mickey out of all the bullsh*t rug "sales". Was it the "Fukari" Rugs 350% discount today only......

In the online quote I received, the discount was absolutely 0%........so "up to 25%" still washes?
