Baggage allowance - status and OneWorld benefits

So now that I've hit PS I'm thinking about the extra baggage allowances and a fairly long trip to HKG/PEK later this year.

From what I understand, CX won't recognise the extra allowance being Silver gives me (I'll be flying economy). This fare will be booked via QF.com, but it seems bizarre that CX won't recognise this when they're oneworld and in particular, Qantas is booking me on them as a connecting flight. If I have extra bags, will CX know to only charge me extra for PEK-HKG and that the QF leg is OK? How does the MSC rule come into play here? Can I buy extra allowance from CX in advance to reduce the fee?
 
That's about the main problem I have with OW; there is no baggage allowance across carriers for elites. Star does do this though.

You'll be subjected to the carrier your flying on's limits, or if you're interlining, the originating carrier. On the return flight, the same holds true (so if you were returning on CX and then connecting to QF, CX's limits apply). AA does allow an extra bag for OW elites, but this is not a slated benefit of OW, it's just something AA have implemented (and one of the various reasons I will fly them when in the LOTFAP).

I'm not sure on excess charges and pre-purchase though.

The current baggage rules would seem to be simple when changing airlines part way through but in reality it's often a shambles that nobody can seem to understand
