Maybe trying to expand/ take on too many routes little to quickly. Or change their route chart.
Knowing / working out where the best pax filling routes are doesn't necessarily make it possible to throw your few, very few aircraft anywhere and everywhere. This should've been done in their feasibility study way back when.
