Hello
Is it cheaper to buy Business class airfares up front when booking a ticket or upgrade later? I am talking about with Singapore airlines, with bookings about 9 months ahead.

Assuming you are paying $$ you will most likely achieve a Business Class fare cheaper now than you would closer to flying.
This also guarantees you the Business Class ticket rather than hoping for an upgrade later.
Upgrades whether by $$ of Points/Miles can never be guaranteed and are subject to numerous factors including passenger loads and Status.
 
Upfront. upgrading cash fare later with SQ waived change fees, usually, but isn’t any cheaper and more likely the cheaper fares, if any, will be sold out.

Upgrading with points on SQ is only possible with higher fare levels and is quite expensive.

Upgrading for cash on checkin is possible but variable cost. If you are lucky it may be cheaper but usually more expensive.
