From the QF website

Qantas Award Assistance Fee said:
Award Assistance Fee

All Qantas & Partner Classic Award bookings made or completed worldwide through a consultant will attract an Award Assistance Fee of 3,500 points per passenger per booking. Alternatively, the Award Assistance Fee can be paid in cash when booking through Qantas Telephone Sales in Australia or New Zealand. The service fee applies regardless of your Frequent Flyer status and to children and infants occupying a seat.
This fee applies only to making the initial booking. Other service fees and charges apply to changes and cancellations. The fee is non-refundable.
To avoid the service fee, in most cases, you can book Qantas & Partner Classic Award flights online.
A fee will apply to all other Qantas & Partner Classic Awards as they can only be booked through a consultant.

As you've read Qantas will charge you if you book an award flight with assistance. However if you chance upon a good employee then they may advise you of different alternatives to get from A to B.It may include an Australia to Europe flight via the US (instead of Asia) or perhaps trying a multi-city booking (SYD-SIN, SIN-LHR) rather than simply SYD-LHR. This may appear to some as flights they can't see but they are there if you know where to look.

6000 points for International. Has that recently gone up? (Recall 5000 at one stage).

Award Assistance Fee – Award Flight Bookings

Money payment option is available for Award Flight bookings made in Australia or in New Zealand (except as otherwise stated). Amount must be paid at the time of making your reservation.

In addition, the number of points required for Jetstar fares in Any Seat Awards may be higher if booked by telephone rather than at qantas.com.

For International: 6,000 Points per passenger
For all other: 3,500 Points per passenger

OR (where money payment option available – money payment option is not available for NZ Domestic bookings):
The A$ or NZ$ booking fee set out in the 'Fees for making Bookings' table at qantas.com

6000 points for International. Has that recently gone up? (Recall 5000 at one stage).

Yes, it was enhanced recently. It was 2500 until about Nov last year (as for all bookings) and initially went up to 3500 with a 6 month notice that it would be 6000 from May this year.
