Can I redeem Velocity points for international flights for family not including myself?

I have found an answer to this question on the internet, but from a few years ago so would like to know if it's still the case.

The partner airline would be Air Canada, Sydney to Vancouver. Using my Velocity points. Partner and her two children.

I have to ask rather than try to book, as I don't quite have enough points yet to make the booking.
