Cancellation fees on SQ award

Back in June I had to cancel a Velocity award on SQ, and was refunded all points and taxes (minus the credit card fee). But now it looks like this special exception has expired, and we're back to paying $35 or 4500 points, correct? So if I had to cancel my other VA award on SQ to Europe, I would need to payone of the aforementioned amounts, right?

Thank you both for the info and the link, I guess I was looking at the fees for domestic awards...
