With new procedures happening at the airports, what is happening with check in luggage, is it all DYI at domestic terminals?

Domestic - there are counters, but they are rarely manned at the moment and IF they are, they are dealing with the Domestic to International connections, so if you did line up, it will take a longer time. So DIY as it's been for the past 10 years.
