Yes...I think. Recently, in Athens, I could only withdraw Euro 650 from the ATM per 24 hour period; when I tried to withdraw Euro 700 (more than AUD1000), the transaction was declined.
 
It says $1000/day here: Citibank - Citibank Plus Transaction Account | InfoChoice

I would suggest sending a message through Citi Internet banking and ask for an increase if needed.

Not sure it is relevant but I have a Citibank Readycredit account and my daily limit is $3,000/day.
 
I have an update to this. The limit can be raised to $3000 a day ATM withdrawal (and $30k a day internet banking limit at the same time) as a normal customer.
If you're a Citigold customer, your rep can raise it to $6000 a day ATM withdrawal (and $60k a day internet banking limit.

How did you arrange the limit increase?
 
This thread is a reminder for me to follow this up with Citi. When in Argentina recently I was surprised to have an ATM transaction declined with the message that I was over my daily limit. I'm sure I had only requested about the equivalent of AUD400 . I reduced the amount and the transaction went through, but I was surprised and really did need the additional cash. Must ring Citi and get my daily amount increased.
 
So in everyone's opinion, is the Citi debit card the best card to use when withdrawing cash overseas?

yep, only thing its a daily rate when you draw out, ie cant stock it up on USD or euro etc like a travel card can to take advantage of picking higher exchange rates months prior
