Well, I think I know why I never got these points. Even though I requested the account closure well over a year before, I had $0.22 outstanding apparently. I even received statements but since I never check statements for this account, I totally missed it. So I technically never closed it? They still approved my application for a new account, though 
I'll try to ring them to see if they're interested in giving the bonus points anyway, but I'm never hopeful whenever I call these big banks despite a long relationship.
