Has anyone ever gotten any saver seats from SYD-SIN-JNB-CPT? Velocity shows saver awards from SYD-SIN-JNB but not to CPT. Is it that hard to find space on this route?

I wouldn't have thought - it's one of the routes I would recommend using krisflyer and not velocity points. Only 83k velocity +$500AU compared to over 121k + $88. 38k (or 76 return) extra points is not worth $400. Plus on the SQ ticket you can stop in SIN and JNB- something you can't do on velocity.

JNB - CPT flights are usually cheap. SAA's LCC Mango has one way Y for around $75 and Kulula (BA) is under $100. I have flown with both and they're perfectly OK for that hop of only about 2 hrs.
So I'd just buy a cash ticket for this sector.
