Credit card chargebacks

Looking for some feedback from the AFF brains trust on credit card charge backs due to COVID. Have any of you needed to go down this method to try and receive a refund for goods/ services you haven't received? Has it been successful? I have read, anecdotally, that chargebacks are less successful in the current environment.

We are MEL based, so under lockdown and cannot travel. Accommodation booked at Falls Creek for during the lock down period. No chance we can travel and most of the facilities are closed up there anyway. We have been given the option to roll the booking to next year, 12 months away, or get a refund less 15% admin fee. A 15% admin fee seems quite excessive considering they haven't done anything except answer a few emails. We are planning on disputing the fee, just trying to determine if we can request a charge back for the 15% fee or whether we need to go to VCAT.

Might be difficult to get chargeback on 15 % fee as merchant will say you agreed to it as part of settlement .
