Credit card points conversion rate

With the new CC changes I was wondering if conversion rates are the same across the board. For example the Amex Explorer converts to 8 Airline FF programs..........but at the same rate as say Westpac Altitude?
It certainly makes a difference when trying to make an accurate comparison of old and new.
