Am checking in at PEK for a KA PEK-HKG flight connecting to QF HKG-MEL all booked through a single QF booking. I have 2 questions

1. What are the rules on check-in? I've noticed Cathay just has three queues for First, Business and Economy. Am I able to use the Business queue as OW Ruby?

2. KA economy baggage rules are 1 checked bag for 20kg, but QF for PS on international is 2x23kg. Can I just check-in both bags and argue the most significant carrier rule, which is QF in this case?

You can definitely use the J check-in queue as OW Ruby.

I don't believe you will have additional baggage rights on CX/KA, despite having OW Ruby status. In general, extra baggage is not something offered to OW alliance elites by the OW airlines (unlike priority check-in). It's usually a different story for your "home" airline of course.

Note that there is no limit on the number of pieces you can check on CX/KA, but the total weight limit will be 20kg if travelling in Y.

If it were me I'd be planning to meet the most restrictive baggage allowance on my itinerary.

A similar question has been asked before, this post is a good read:

When checking-in for multiple connecting sectors using different airlines, you are generally limited to the per-piece weight of the first airline of the connecting flights and they will also generally allow any FF status based additional pieces to be checked through as well. But note that subsequent check-ins may be limited to the per-piece weight limit and FF status additional allowances for the check-in airline and not your home FF airline, the first airline in the itinerary or the ticket issuing airline. Its based on the check-in airline.

If on a single booking the Most Significant Carrier rule should apply.

However, given you are beginning at PEK in China YMMV

What does it say in Manage My Bookings against your PNR for each sector?

1 bag 20kg - but that never reflects QFF status. SInce QF is MSC I'm arguing that I should be allowed to apply the QF allowance they give me on QF flights as a PS

Agree stand your ground if necessary. Let us know how you get on

What if I exit immigration at HKG and go to the QF check-in desk, could I theoretically check in a second bag (eg carry on) there?

The MSC stuff is all very convoluted.
Serfty is someone who is quite knowledgeable on the topic.

AFAIK the status baggage perks only apply if they have been filed accordingly. If QF haven't filed the status bonuses, you may only be entitled to 23 kgs

I'm doing a similar flight soon. Given the MSC is the first to cross an international border, KA is the MSC so no Qantas status benefits on luggage.

I believe the APTCO software that generates checked allowances for journies was set up to to included the ability for airline to file their elite allowances.

However, I know of no airline that has actually use this part.

Actually on this itinerary,
KA is the most significant carrier.

Why...
first segment is an international flight within a sub-area

See CX interpretationhere:
Check In Baggage, Checked Luggage, Baggage Allowance - Cathay Pacific Singapore
The US DOT exception does not apply. SO we apply the IATA resolution 302 stepped evaluation.

Qantas is the MSC ... Why?

First evaluation step: "The first carrier crossing the IATA Tariff Area (for travel across one Tariff Area)."

  • There is no travel between tariff areas (TC1/TC2/TC3) - All travel is in TC3 so this test can't be applied.

Since Step 1 failed, we go to evaluation step #2 "The first carrier crossing the IATA Sub-area (for travel within a Tariff Area)."

  • The Qantas segment involves travel between "Southeast Asia" and "Southwest Pacific" IATA Sub-areas so we have a hit and this is applied.

We never get to evaluation step three: "The first carrier flying an international sector (for travel within a Sub Area)."

So you are saying 23kgs for the KAflights then?
