It's an open offer for all Australian residents. You just have to register on the Qantas website: Double Status Credits | Frequent Flyer AU

Interestingly, from the FAQs:

Will I earn double Status Credits if I use a Qantas Flight Credit?
Flight Credits redeemed for an eligible flight booking during the promotion period will earn double Status Credits. Don’t forget to include your Qantas Frequent Flyer membership number in your booking.

Important information
You must be a Qantas Frequent Flyer to earn and use Qantas Points. A joining fee may apply. Membership and points are subject to the Qantas Frequent Flyer program Terms and Conditions.

Qantas Frequent Flyer members who reside in Australia (with an Australian address in their Frequent Flyer Profile), and register and make a new eligible flight booking between 12.01am (AEST) 18 June 2020 and 11.59pm (AEST) 24 June 2020 for travel between 1 July 2020 and 31 August 2020 are eligible to earn double Status Credits. Qantas Frequent Flyer members who reside outside of Australia are not eligible for this offer. An Eligible Flight for the purpose of this promotion means a Qantas operated flight with a QF flight number on your ticket where Status Credits are normally earned between Sydney and Ballina (Byron Bay). Any flight with a QF flight number on the ticket which is not operated by Qantas including Jetstar, Jetstar Asia, Jetstar Japan, Jetstar Pacific and other partner airlines will not be eligible for this offer. For full details, see terms and conditions. Status Credits and bonus Status Credits will not be earned on some fare types and booking classes. See Airline Earning Table for details. Each passenger in the same booking must register to qualify for this bonus offer. This offer is not transferable. If you qualify and register for multiple bonus Status Credits offers for the same flight segment, the highest value bonus offer will be applied to each individual qualifying segment. For example, if you qualify and register for a 50% more bonus Status Credits offer and a double bonus Status Credits offer on the same flight, you will receive the double bonus Status Credits offer as it will result in the highest total number of bonus Status Credits. Bonus Status Credits earned from this offer do not count towards Loyalty Bonus, Platinum Bonus Reward, Platinum One Bonus Reward and Status Accelerator/ Challenge earn requirements. Only one bonus offer can be used per individual qualifying segment of your itinerary. Bonus Status Credits may be earned on multiple eligible flight bookings made during the promotion period. This offer cannot be used in conjunction with any other offer by Qantas.

Bonus Status Credits may take up to six weeks after completion of travel to be credited to your Qantas Frequent Flyer account. Flights are subject to availability and any applicable fare conditions. Flights can be booked via the Qantas website, a travel agent or Qantas Contact Centres. Fees and charges may apply. Your Qantas Frequent Flyer membership number must be recorded at the time of registration and booking to earn Status Credits. Flight gift vouchers purchased during the promotion but not redeemed for an eligible flight booking during the promotion period will not earn bonus Status Credits. Full or part travel of an itinerary is eligible only if you book (regardless of payment date) and travel within the promotional dates as listed above. If you cancel your initial qualifying booking or change it to be outside the promotional period, this bonus offer will not apply.

In accordance with Commonwealth policy, this offer is not available to you if you are travelling for Commonwealth purposes.

I need to book my free AMEX QF flight soon before cancelling the cc as I had to wait to book. If this qualifies, perhaps it’s a bit less packed in BNK towards the end of August?

I just tried following up my DSCs, on the basis of having gotten some but not all, and I was told I was ineligible because I'd used a flight credit to book the flights which were originally booked last year. Apparently to be eligible it has to be an entirely new booking.
