Is it possible to earn ALL points when dining at a participating restaurant at Accor hotels but not staying there? Ie, not able to charge to a room.

I did this recently in Abu Dhabi. I earned ALL points, which credited to my account as "Earn outside of a stay: [restaurant name]". Nothing towards status qualification obviously.

Do you just tell the staff when paying your ALL membership number? Was this done with the Accor Plus dining benefit too?

Generally, in the app you can register any saved credit cards for this purpose. Then if you use that credit card to pay for your dining, the points should post automatically.

I don’t have Accor Plus.

At this particular hotel you had to scan a QR code on the table and the server had to do something on their end - don’t remember what exactly.

The procedure is probably different at other hotels - I haven’t tried it elsewhere.

(FWIW I was actually staying at that hotel but they had no way of charging the bill to my room, so they had this process which was also used by non-guests.)

We do it quite regularly at Garçon Bleu in Adelaide and at the Novotel Barossa and simply show them my card before ordering and the bill always comes out with the discount applied. Staff will usually take my card and then return it a few minutes later once they have got the info they require. Never had an issue

The dining discount is only for ALL+, but both ALL and ALL+ can earn points (albeit not many).

T&Cs suggest this is for US and UK issued cards only. Also seems like a lot of data sharing of your transactions. Just FYI.

It works for Australian issued Visa cards, but not American Express.
It used to work for Visa. They unregistered my card during COVID and now it won't register again and I've requested tech support multiple times and their tech support is even worse than their loyalty program.

I can actually register my AmEx, but the individual properties are only activated for Visa (and MasterCard is just starting to happen) but none in Australia are linked for AmEx. I wanted to earn points at a place specifically only activated for Visa, so their inability to link my Visa was a huge problem.

My Aussie Amex is linked to my Accor account and i did get points for breakfast at the hotel paid with that card, although I was staying at the Hotel (Sofitel Wellington) not just dining there.
