Eligible sectors for status qualification with Velocity Amex flights

Sorry if this has been asked before but I was wondering whether the flights from the Velocity Amex cards count towards the eligible sectors required for elite status. Also, I remember that Saver fares had to be available in order to book these flights. So, would I be correct in assuming the equivalent in the new fare structure would be Elevate (and below) fares now?

If the booked on a VA flight number and it earns points and SCs then it is an eligible flight.

Free Amex flights are not supposed to earn points or SC'S.
 
Used my Amex flights only last week and can concur that no eligible sectors and no points or status credits....just the free flight!
