Exactly!The policy you linked refers to rebooking on an EK operated flight if the schedule change is an EK flight.
This will not get customers booked on MEL-SIN onto QF metal.

By that policy rerouting on Emirates metal, even via DXB, would be fine (as long as a valid route, let alone finding a codeshare).
In any case, I'm sure there would be a specific policy published here.
