Is there any way to avoid having to pay for these, even if you are not going to use toll roads during your rental?

EUROPCAR TOLLING AGREEMENT WITH ROADS AND MARITIME SERVICES

We are pleased to announce a tolling arrangement will be implemented with Roads and Maritime Services ABN 76 236 371 088 (RMS) commencing on 3 October 2012 (Start Date).

The tolling arrangement means that Europcar Privilege Program customers will make use of an RMS facility (E-Toll Facility) under which all tolls incurred on Australian toll roads using a Europcar rental vehicle will be billed directly to the customer by RMS in an efficient manner.

How will the arrangements work?
In summary, the E-Toll Facility will be provided to you by RMS as follows:

  1. From the Start Date, all Europcar vehicles will be registered on RMS' e-toll system. In addition, certain Europcar rental vehicles will now be fitted with a small electronic RMS E-toll tag that communicates automatically with the electronic toll collection points on motorway/freeways.
  2. At the time of rental of your vehicle, you will enter into a contract with RMS on the terms of the Roads and Maritime Services Terms and Conditions (as amended from time to time) (incorporating the RMS E-Toll Facility Terms and Conditions and the RMS Privacy Consent and Agreement) (RMS Customer Agreement).
The RMS Customer Agreement is enclosed for your reference.

  1. As a result there will be:
  2. a Europcar Rental Contract between you and Europcar governing the rental of the vehicle; and
  3. an RMS Customer Agreement between you and RMS governing the use of the E-Toll Facility.
  4. Under the RMS Customer Agreement, you will be liable for, and must pay to RMS, the tolls and fees for the use of the E-Toll Facility which you incur.

How much will it cost?
The tolls and fees payable for the use of the E-Toll Facility are described in the RMS Customer Agreement. Please note that these include:

  • the relevant toll incurred by you on a toll road during the rental (which varies from toll road to toll road); and
  • a service fee of, currently, $3.00 (excluding GST) for each calendar day on which the vehicle incurs a toll (part of which service fee is paid by RMS to Europcar).

For any calendar day on which the Europcar vehicle is not driven on a toll road during the rental, there is no service fee payable. For example, there is a three day rental whereby a driver passes through one toll on day 1 and two tolls on day 3. A daily service fee will be charged for day 1 and 3 plus the additional costs for the three toll collection points they have passed. No charge for day 2.

How will invoicing be managed?
Invoices for tolls and fees incurred by you will be managed separately by RMS in accordance with the RMS Customer Agreement so that either:

  • you will be invoiced directly and tolls and fees will be debited to your nominated credit / debit card; or
  • where you are authorised to use a Europcar Charge Account or Privilege Charge Card to pay for the rental, the holder of your Europcar Charge Account will be invoiced directly for tolls and fees in accordance with a separate agreement between that holder and RMS

What do you need to do to take part in the tolling arrangement?
In order to take part in the tolling arrangement, you must accept the enclosed RMS Customer Agreement which Europcar now offers to you as RMS' agent.
If you rent a vehicle from Europcar from the Start Date, you will be taken to have accepted the RMS Customer Agreement so that:

  • you will have the benefit of the RMS E-Toll Facility for your rentals on the terms set out in the RMS Customer Agreement; and
  • there will be a contract between you and RMS on the terms of the RMS Customer Agreement (including providing the consents set out in the RMS Privacy Consent and Agreement).

Other information
Please note that from the Start Date, private e-tags or other tolling products can no longer be used in a Europcar rental vehicle and a Shield Bag will be provided for you to place your personal e-tag so it does not register when driving through toll collection points.

What if you have your own e-tag and wish to use that being cheaper than via Europecar?

As per the post:

Please note that from the Start Date, private e-tags or other tolling products can no longer be used in a Europcar rental vehicle and a Shield Bag will be provided for you to place your personal e-tag so it does not register when driving through toll collection points.

Each day you have a toll there will be effectively a $3 premium compared to using your own toll pass.
 
Dang - just like some of the other rentals agencies ...
 
I think I have a 100% strike rate of screwed up billing when using my wn e-tag with a rental. So I guess they win in the end - its just easier (and it he long run once you factor in fines and wasted time), cheaper to take the tolling product from the rental company. Or not drive othe toll road at all.
