I theory I guess it could, but it isn’t. Normally with braking, you simply manually put in a little more pressure than the automatic system (via the pedals) and it it will disengage, but in RTO, as it’s already sending maximum pressure, that won’t work. But, if you select something else on the dial, that should engage, though it would be much easier to simply select it off. Conversely, the braking effect is so strong, that by the time most people think of this, you’re basically stopped anyway. I think you may be able to get it to disengage by a quick tweak of the speed brake lever (partially down, then fully up). That was a common trick for getting rid of the normal landing brake settings on the 767.
