Free cancellation of flight with slight time change?

In the olden days, if your flight had even a small time change, your booking online would give you the option to either accept the new timing, or cancel the flight for free.

In the recent flight retimings it appears that QF is immediately reissuing your e-ticket.

Is it still possible to call up to have your flight cancelled for free with for example a flight that has shifted by 45 minutes?

You would need to be able to argue that the change is significant enough to impact your travel plans.
 
I called QF and they cancelled my booking without cancellation penalty for a 1 hour timing change. No questions asked.
