How do paypal purchases from a credit card get refunded?

If I purchase something online and pay by paypal using funds from a credit card (not from a bank account), and I then get that purchase refunded, where do they funds go? Do they go:

a) Back into my paypal account for me to do with what I wish, or
b) as a refund straight onto the CC?

If they go option a), is there a fee for me to transfer those funds from my paypal account to, say a linked savings account?

I wasn't to withdraw it. I don't recall there being one for the refund either. I see where you're going with this and I like it

No fees to withdraw money to a bank account.

For credit cards, the money has gone back to my card.
