1. Bonus Velocity Points
American Express Card Members (excluding New Zealand Card Members) will receive bonus Velocity Points when they transfer Membership Rewards points from the American Express Membership Rewards Program to Velocity into Velocity Points between 12:01am (AEDT) 17 February 2020 to 29 February 2020 11:59PM (AEDT) (Promotion Period).
To transfer Membership Rewards points for Velocity Points you must be enrolled in Membership Rewards Ascent, Gateway, Premium Ascent, Business Ascent or David Jones Membership Rewards program and be a member of Velocity Frequent Flyer. A minimum of 2,000 Membership Rewards points, (1,998 Membership Rewards points for Business Ascent) must be redeemed for Velocity Points at any one time and must be in increments of 2 Membership Rewards points (3 Membership Rewards for Business Ascent) during the Promotion Period and must be in whole numbers. Please log in for full details on points transfers, including eligibility criteria, minimum points transfer requirements and applicable conversion rate. The earning and redemption of Membership Rewards points is subject to the Terms and Conditions of the American Express Membership Rewards Program. The redemption of Membership Rewards points will be administered solely by American Express and will take up to 1 business day to transfer into your Velocity account. Once the Membership Rewards points have been redeemed for Velocity Points, they are governed by the Velocity Membership Terms and Conditions and can’t be reversed. Transferred Velocity Points and bonus Velocity Points will take up to 1 business days to be available in your Velocity account. Bonus Velocity Points are calculated on the total number of Membership Rewards Points transferred to the Velocity account (as converted to Velocity Points) in accordance with the offer.

The T&Cs on the transfer page show that you only get 20% and the status bonus if you're a Centurion or Platinum card holder:
Bonus Velocity Points will be allocated to a Card Member based on Membership Rewards Program Tier and the amount of transferred Membership Rewards Points in any one transfer under the promotion during the Promotion Period, as follows:
- Ascent, Gateway and David Jones: 2,000+ Membership Rewards Points transferred = 15% bonus Velocity Points
- Business Ascent: 1,998+ Membership Rewards Points transferred = 15% bonus Velocity Points
- Premium Ascent: 2,000+ Membership Rewards Points transferred = 20% bonus Velocity Points

Status Upgrade
This offer is only available to American Express Centurion Members, American Express Platinum Card Members and American Express Platinum Business Card Members. To receive an upgrade to Gold Velocity membership for 12 months, you must transfer a minimum of 400,000 Membership Rewards points in one or more transactions to Velocity into Velocity Points between 17 February 2020 to 29 February 2020 (Promotion Period).

So, a little more targeted than it first appears.
 
This seems like a really easy bar to hit for people funneling through regular business expenses...

i wonder if this will take care of 500 SC, so the following year i'll need 400SC only?

Yes , the terms and conditions state that if you are already SG , then you will be able to retain that status after the promotional period for one year if you transfer 400K points.

it says 20% if you are member of premium ascent rewards ( platinum charge or centurion card holders)

I used a similar offer May 2018; 750k for Platinum +40% bonus. I remember having to chase VFF up for the Platinum. Great timing for me; I was sweating on the February bonus round as I am handing back the platinum charge and reserve at the end of the month.

Would transferring 800k MR points (I have Amex business platinum, so I'm eligible for the offer) give me another year of WP Virgin, so my next review date is November 2021?

Or would it nudge my review date to Feb 2021 (i.e. one year from now?)

In my experience , the one year of WP is awarded from the day 800K points are transferred. As you are already WP , you might retain the status for an year more from that day.
