J seat pre-selection

I've just completed a trip from Darwin to Melbourne, via Brisbane. All in J booked as an ASA. When preselecting seats the only available was 3C on the 737s, and similar rear of section for the 767. On one of the flights the entire row 2 was qantas staff in uniform. Another flight was a missed connection, and I found myself in 1A.

Is there a reason the pre-selection only allows me to sit at the rear of the section? Is it because I am a lowly PS - or am I missing something. I booked and selected seats several months ago, I would assume this was long before the cabin was sold out, and only one of my flights had a full J cabin.

Not that I mind too much, the service was excellent, and I'd happily sit in 3C in future...
 
Status blocks apply in J as well, with the known workarounds applying as well.
 
I'm SG and the last two times I booked a JASA I could only select from row 3 in the 737. However at T-80 all unoccupied seats opened up for me to choose from.
 
As a WP I seem to be able to select Row 2+ until T-80 when Row 1 becomes available. Though I toss up the "benefit" of the bulkhead as often there seems to be less legroom than further back. Maybe some aircraft are better than others (I don't fly J enough to know myself).
 
On a B738, prior to T-80, row 1 is blocked for CL, and row 2 for WP. Unfortunately for SG and PS, that only leaves row 3. Not sure what happens if row 3 is already all preselected and a PS/SG member tries to allocate a seat - I guess it must just say "not available for allocation" and then auto-allocate at T-80. Personally I don't like row 1 anyway, as the bulkhead restricts legroom for those of us over 6'.

On a B763 from memory it is row 1 for CL and row 2 for WP again, which leaves 3 rows for PS & SG to choose from.

Trans-Tasman flights are an exception - I can access row 1 as WP - not sure if it is different for SG & PS?

I am also a QF SG and booked a JASA SYD-BNE this week for Oct 2012 - 767 both ways and could only secure row 4 e/way - will see what happens at T-80.

Row 1 has shocking leg room so I'd always go for row 2 or 3. Row 4 has more legroom than any seat in business on a 737
