luggage allowance phl-lhr return for ows in discount y

i'm thinking of side trip from us phl-lhr-dfw in y (discount, q) while in states later this yr. i don't understand if ows is allowed 2nd luggage free on this trip. i read the web site but find it confusing. if i understood it, it appears that ows would not get exemption for 2nd luggage & would pay us$60.

thanks for clearing up my confusion. :confused:
