The definition seems to be getting broader and broader!
I don't want to start a semantics discussion on whether uni's (with their need to source external revenue to survive) are actually government bodies or publicly-funded, private institutions.
I'm just letting you know that you will only get 1/2 ppd for HECS fees paid up-front to the uni!
 
Better go Qudos Duffa! 1 Point per dollar. The application is a tester but it only requires 3 months of every CC plus some income proof. Qudos is a mutual bank for the former Qantas Credit Union.

Your lucky that Melbourne Uni accepts Amex, as the University I attend, Swinburne does not.

Your point on University revenue is a discussion I too would love to discuss, although certainly very off topic :)

That Duffa could be one of the reasons for having kids (if you were ever having doubts). I have found kids useful in not only vacuuming our pockets for HECS but also living costs. We had never seen water and power bills so low until my two both left home.
If one of your brood can get a Qudos card just remember to family transfer those points over to you to complete Plan B rather than move from half a point to no points at all.

Have you tried using postbillpay.com.au and PayPal (set to AMEX)?

Works for me for power/gas bills that either don't do AMEX or would otherwise get 0.5ppd. I guess they could wise up if you put a semesters worth of uni fees, though..

Post-pay is something I need to look into, as a non HECS eligible domestic student ( ie Post - Grad) I'll take as many points as I can for such a large outlay for uni fees.
