On the QF 789 is R11 blocked for NB PAX

I booked some flights for my parents a couple of days back they are both NB. The fact they could not get forward of R7 was not a surprise however when logging into their account I noticed R11 was blocked for NB. I can select R11 seats from my account should I choose.

Is R11 on QF special? If it was R11 on SQ I would understand the block.

Nothing special about R11. Except that there is no overhead on R12 so R12 has to use R11 overhead.
