Yes, in my opinion it’s a certainty that you won’t be able to include the Alaska flights in a OWA until they officially join Oneworld.
If Qantas isn’t showing up the flights on Alaska, I would search for availability on AA.com instead. I have noticed that finding availability on internal America AA business flights can be tough though.
