Online Promo Booking Irregularity

Hoping someone can explain to a newbie like myself why when using promo codes to search flights the surcharges increase for the promo flights compared to full-rate. Is it potentially because the system is not taking into account the child and infant on the promo search and charging 4 x adult instead?
Has anyone else encountered this? Or am I missing something entirely?

Searched for flight:
SYD-DPS rtn
2 x Adult
1 x Child
1 x Infant
Promo: PTV47
