Paid Upgrades

I am new to the frequent flyer site so please forgive if my question is somewhat naive or if this question has been asked in previous posts.

If you have purchased an economy ticket can you ask at the check in counter for a paid upgrade to business and/or first.

If yes is this usually at a lower / discounted price given the airline is filling a vacant business / first class seat with a passenger who is prepared to pay?

This question gets asked regularly. There are only a limited number of airlines that offer paid upgrades at check-in. Some more information in these threads.
