Yes - you will earn on PayPal transactions at the full rate.

I understand you miss out on some consumer protections though (and relevant Amex offers).
Amex complimentary insurances are a tricky one-haven't tested if (a) doesn't matter (b) only if no other Amex option* or (c) not at all.
I tend to reserve PayPal for when it is the only alternative to MC/Visa. At one stage it was a way round the reduced points-earn on utilities

*ISTR (b) is OK for Amex complimentary travel insurance but best check if it becomes relevant

And I would expect the merchant is paying higher fees to PayPal than they would be paying to Amex.
