I am trying to figure out which optional covers I need to take out when renting a car in South Africa, and which if any I don't need as they will be covered by Amex Platinum Charge Travel insurance.

Collision Damage Waiver
Super CDW
Personal Accident cover / personal effects coverage
Theft protection

As far as i can make out, theft will be covered up to a value of $70,000 AUD, and personal accident and effects will be covered. So I need the CDW, or am I missing something?

You have it back to front!

Amex Plat Charge Card provides CDW, TP and possibly Super CDW (depending on what it covers).

It does not provide third party legal liability when using motorised vehicles, which would include a hire car. That means that it does not provide cover for injury to people other than you (you would be covered under the travel insurance section), nor does it provide cover for property damage or if you are sued as a result of an accident.

If it is not included (it may be in South Africa, like it is Australia), you need to purchase Supplemental Liability Insurance (SLI, aka ALI or LIS).

One other catch to note: it does not provide any cover if the retail price of the car you are renting is over AUD $70K.
