I have a "family member" who wants to gift me enough FF points for a pair of return J's to LHR.

Is there a way to circumnavigate the 100K cap or the 12 month between "gifts" rule?

The "family member" has no FF status except QC and most of his points are card earns (AMEX I believe) which automatically transfer to his QF account.

Your "family member" would have to either transfer the points in accordance with the cap yearly, or buy the tickets on your behalf. Buying tickets on your behalf via points would get around the cap issue.

If you share the same last name, potentially there could be ways to get points from external places (eg credit cards) to credit directly into your account rather than the family members, but that's controlled pretty well (often verified with first name as well) so probably won't work. Could be worth a try with a small points transfer if you're keen (and not worried about potential issues).

I'm not aware of any schemes (eg credit card rewards) where you can directly send reward points to another person's Qantas account in Australia - but they might exist.

Lastly, another potential option is the Amex "Gift Points" scheme where apparently you can gift up to 50000 points per year to someone else in Australia. That could then be converted into 50000 QFF points. If the points are going straight to Qantas though, you wouldn't be able to use this.
