I did transfer over 100K to airline points/miles earlier this year.

Sorry to be the dumb one, but can you explain the significance of this.
So long as you have 5K in the account, you can book a reward night at the HI Townsville for 5000 + $70USD, then cancel it, will generate a refund to your account of 15000 points, thus increasing your points balance which comes in handy should a property come up on pointsbreaks that meets your needs, for 5000 points per night or effectively $35. While they are now a tad rare, back in June I enjoyed a few nights at Surfers for that price, with a $5 rebate because I booked using MRrebates, so it was $30 a night.

Why is it that if you cancel you get 15000miles refund instead of the 5000 and the cash value?

Its just the way the system works, no cash refunds, you get points instead, which is a bonus.
Some (e.g. PC themselves) might consider this an abuse of their scheme. Not really sure how they could but they have done strainger things so would prefer we don't advertise this too much. Yes I realise it's not exactly hidden but neither is it widely "Advertised"

OK, call me dumb, but I cannot find anyway on priority.com site where you can convert points to QF FF miles.
If you select "Transfer Miles" it seems to be only for transferring points to other members
It's just that I heard somewhere there was a promotion for getting 20% more miles if you transferred points ?
Also I was not sure how many miles for points you get ?
Background is that I am a bit short on QF (30k) for the next reward flight, and I have 1.7m on PC so could use a few of those to top up
