[Purchase] Additional Baggage Allowance [QF codeshare on JQ]?

Hi,

I am planing to fly from Auckland to Wellington on 4th January. My Air ticket includes below details,
Flight: Number starts with letter QF.
Aircraft owner:QF Qantas Aireways.
Operated by: Jetstar (there is another number starts with letters JQ)

My Queries:
1. Who should i contact to get the correct details for Additional baggage or excess baggage service charges? Qantas or Jetstar?
2. My Checked-in baggage allowance according to the ticket is 23 KG. I need to check-in another 10 KG bag. So there will be two checked baggages and one carry-on baggage. What will be the approximate cost for this additional 10 KG baggage? Qantas site is talking about per piece charges and Jetsar site is talking about per kilo charges. I am bit confused here.
